If you simply don't want to do it yourself why not ask a nice neighbor or friend for help. It's so quick and simple and you'd probably be surprised who you could get to just "help" you with your little problem. Also I've used the wax-less rings for a few years and they are easy enough for a school kid to install, absolutely don't leak and the wax mess is history. However, Baltimore has some pretty old homes. If the toilet bolts look old and rusty, they will need to be replaced. Couple of bucks at Lowe's.

Most plumbing companies are not going to want the job. If you find one that does, they will charge the hourly rate (for your area) plus parts. You may be able to find a Handyman that does small jobs for less. It's less than one hours work.

A service charge would be at least $100 and then the price of part and then time, and generally plubers get about $75 - $100/hr.......so I dont think it is that high....cheaper to do yourself, but much more chance of a big mess, leaks, etc.
I would pay it to have someone do that job....but call other plumbers in area and ask for estimates.

Should be whatever they charge for a minimum service call - some are as high as 150 but you may get it for half, plus the cost ($5??) for the seal.
Another good approach is to see if there is any other work you might want done at the same time. A big part of the price for a small job is just showing up - that is, traveling to the job, etc. So, if you need a faucet replaced or whatever, it'd be cheaper to have two jobs done on the same service call than on two separate service calls.
